Ontwapening. Het is een opmerkens
waardig feit dat de groote mogendheden,
voornamelijk deze die terzelfdertijd eene zee
macht bezitten gedurig hunne vloot vermeer
deren en versterken en binst dien tijd onder
handelingen aangaan om de bewapening ter
zee te verminderen.
Doch als wij het verslag nagaan dezer on
derhandelingen die thans in gang zijn tusschen
Engeland en Amerika en daarbij de tusschen-
komst nagaan van Japan, Frankrijk en Italië,
dan zien wij dat het niet uitkomt op eene ver
mindering van oorlogschepen maar op een
gelijkstellen van kracht.
Als 't eene land zeven zware oorlogsbooten
mag hebben dan worden er aan 't andere 10
lichte toegestaan en zoo voort. En op dien
grond redekavelen de voornaamste mogend
heden voort om een soort evenwicht te
brengen in de macht van het zeewezen der
voornaamste mogendheden.
Om die maat te behouden, zou men, zooals
Amerika voorstelt, moeten overgaan tot het
afschaffen der duikbooten. Maar Japan, Italië
en Frankrijk gaan daarmede niet akkoord
omdat dit hun eenigste wapen is tegen eene
overmachtige vloot.
China. Het geschil tusschen Rusland en
China is nog verre van geëindigd. Weliswaar
gaat het niet meer metopstokerijen, schermut
selingen en persberichten, maar is het ge
komen tot rechtstreeksche onderhandelingen.
Maar, wat de eene zijde wil wordt verworpen
door de andere en van overeenkomst is er geen
sprake.
Ten andere moet het niemand verwonderen
dat er in 't duister gewerkt wordt door Raad
gevers misschien wel aan beide kanten
die er belang bij hebben dit vuur niet te laten
uitdooven en alles in 't werk stellen om het te
brengen tot een werkelijken oorlog, waar er
voor zulke vossen meer te rapen valt dan uit
eene vredelievende overeenkomst.
Intusschen heeft Rusland met Engeland on
derhandelingen aangeknoopt om ertoe te ge
raken weer diplomatische betrekkingen in te
stellen en vandaar over te gaan tot nieuwe
handelsovereenkomsten, misschien hoopt het
van deze zijde ook wel steun in zijn geschil.
Doch vooraleer de betrekkingen te zien her
nemen zal Rusland, naar alle waarschijn
lijkheid, moeten deelmaken van den Volkeren
bond.
Afghanistan. Hier ook komt er geen
einde aan den burgerkrijg. Terwijl 10.000 sol
daten van Habiboelah oprukken naar Djelala-
bad werd Kandahar zonder slag ot stoot inge
nomen door de partijgangers van Nadir Khan.
Deze laatste heeft eene hooge belooning toe
gezegd aan deze zijner partijgangers die eerst
Kaboul zouden bezetten.
Habiboelah had gevraagd dat men de trcon-
kwestie te Kaboul zou bespreken maar
Nadir-Khan heeft hem ten antwoord gegeven
dat hij eerst dezen troon moest verlaten voor
aleer er kon overgegaan worden tot onder
handelingen, ten einde de gemoederen tot be
daren te brengen.
Spanje. - Generaal Primo de Rivera heeft
eene nieuwe grondwet samengesteld voor
Spanje. Gedurende de laatste zitting van den
Raad heeft hij verklaard dat de tekst dezer
grondwet in een Kabinetsraad zal besproken
worden in de maand October en vervolgens
voorgelegd aan de Nationale vergadering.
Egijpte. Men voorziet in de eerste
dagen het ontslag van de Egijptische Regee-
ing. De voorzitter, Mahmoed, wil immers
niet ingaan op het verzoek van Engeland om
het verdrag tusschen Engeland en Egijpte ter
goedkeuiing voor te leggen aan eene alge-
meene kiesproef. Hij ziet zulks aan als een
rechts reeksch ingrijpen van Engeland in de
Egijptische binnenlandsche zaker. RIK.

taken from the London Daily Express of
Monday the 16th of September may be des
cribed as the final curtain to the story that
follows it.
Menin Gate Bugles
Ostend, Sunday, Sept. i5
Lord Granville, the British Ambassador,
and Colonel Daubeny, the British military
attaché, to-day handed to the Burgomaster of
Ypres four silver trumpets presented by diffe
rent branches of the British Legion in Bel
gium, and intended for the sounding, each
evening for the future, of the Last Post at
the Menin Gate.
Four Grenadier Guardsmen, who had come
specially from London for the purpose,
sounded the first call on the trumpets at to
day's ceremony. Exchange
M. Vandenbraambussche, Commissaire of
Police, with memories of the unveiling cere
mony of the Menin Gate and of the great
British Legion Pilgrimage that followed the
year after, fresh in his mind, conceived the
idea of arranging to have the Last Post
sounded underneath the Gate nightly.
In this way he hoped to bring home for
cibly to the people of Ypres the sacredness of
the trust reposed in them by the people of the
British Empire, and to impress upon the
rising generation a spirit of reverence for all
the memorial stands for, in addition he hoped
that, this accomplished, visitors to the town
would be informed that the ceremony of the
Last Post was part of the daily life of
Ypres, and would during their stays, take
their parts in that ceremony.
In the beginning meeting with many diffi
culties, chief among them being the raising of
the necessary funds, finally, he succeeded in
overcoming the general apathy (Perhaps the
worst legacy left behind by the Great War)
and with the help of the principal hotel
keepers and a few of the other townspeople,
he proceeded to awaken popular interest in
his scheme.
He first of all obtained the services of some
of the Town Fire Brigade (A volunteer force,
by the way) and saw that tbey were taught
to play the call, then in the early summer of
1928, the ceremony was inaugurated without
any pomp whatsoever, the news being passed
round by word of mouth, and allowed to
gradually become known.
The writer well remembers the first occa
sion upon which the Call was sounded
and the lasting impression it made upon him.
That first evening there will have been
about 60 to 70 people present.
Nightly throughout the summer and early
autumn the Last Post» ceremony continued,
the attendances rose and dwindled, rose again
and again dwindled, at times there were a
hundred present, at other times but ten.
When in October of that year the bad weather
set in, the ceremony was allowed to lapse,
but very early this year it was brought to life
again- M. Vandenbraambussche with the
same support as in the previous year, perhaps
having obtained a few more helpers, found
the same members of the Fire Brigade ready
to carry on for another year.
To hearten him in his efforts, came the
news that the British Legion branches of
Brussels and Antwerp, as a tcken of appre
ciation had passed a resolution to buy and
present to the Town of Ypres two sets of
silver bugles.
This news certainly helped to spread the
knowledge of the Nightly Sounding of the
Last Pest under the Menin Gate farther
afield, and attendances became larger and
larger. Char-a-banc parties from the seaside
resorts on the Belgian Coast began to arrive
solely for the ceremony.
During the months of August and Septem
ber (as far as it has passed) the numbers
present nightly have sometimes reached the
total of between six an seven hundred.
Nine o'clock under the Menin Gate is a
definitely established function of Ypres life.
Further progress is being made with the
CommissaYe's scheme The British Broad
casting Company has been approached with
the request that it will consider the possibility
of adding this Last Post Ceremony to its
standing programme.
Members of the Ypres, St George's Troop
of Boy Scouts are now actively engaged in
learning to play the Last Post in order
that they may do their share towards making
the ceremony a permanent one, should their
aid ever be required.
It is understood that arrangements are
now completed for the performance of the
ceremony to continue throughout the year.
Who will say that M. Vandenbraambussche
is not deserving of the sincere thanks of the
people of the British Empire, in general, and
of those of the British Colony of Ypres in
particular, for, in the face of many difficulties
and setbacks, having carried on. until as he
set out to do, he aided by willing helpers,
has made this ceremony part of the Daily
Life of Ypres
